He wasn't pretending to be a cop - he's part of the organized neighborhood watch and licensed to carry a weapon concealed and the more I hear about the case the more it looks like a simple case of self defense and one less aspiring bad guy.

If he held himself out to be a police officer that would be one thing. But people do have a right to move about in their own neighborhood and observe whats going on. Even to arm themselves legally.
