Kenneth are you not describing some individuals who are far below the poverty levels in your state? Can they not apply for some benefits with the welfare agencies in your state? Is Medicaid not available to them? If it it isn't available why not? You didn't mention if they worked or not.

You stated: They are waiting for Medicare. Many of them drop out of the labor force and apply for SS disability so they can qualify for Medicare. Many people with pre-existing conditions are hired by the Government just so they can get insurance.

If they qualify for disability they should drop out of the labor force. I know there is a 2 year wait for them to get Medicare after being declared disabled. Are there no free clinics or clinics substantially subsidized through the government and/or charities they might use?

Some medications are given away or for substantially reduced prices by Pharma companies. They may look into that as well.
