I didn't know what it meant either, but apparently it's a boxing term. If I understand it, Obama is saying "You're a lightweight but you sometimes land a punch on a heavyweight." ergo: punching above your weight.

If I were the recipient of such a remark, I would take it as an insult. Dollars to donuts that's the first reaction all Obama's victims had.

Suppose Obama has said: "You pull more than your own weight in world affairs." Something like that. It might be complimentary, but Obama would be well-advised to keep his dang mouth shut.
