Does Borland have to announce beforehand that it will buy shares, or can the company just go in and do it?

actually BORL is well up last was 10 1/4....VSGN is following but look at the big volume for BORL and the small volume for VSGN...it is funny that noone has noticed the arbitrage play.

I expect the DOW to finish down today as people take positions ahead of the Japanese market. The Japanese market did not trade to day so we don't no what the effect of that securities company crash will be....
