Not in the English language it doesn't. Your right the framers where not stupid. If they wanted to limit the right to people in a government sponsored militia they would have. They didn't. The words don't limit the right to militia at all, and even if they had the militia at the time was basically "all able bodied males", federal law also supports that, and the equal protection clause would probably extend it to women and perhaps older men (over 45) if it was necessary to protect their rights.
