Its a lot harder to get, and also unnecessary. Looking for your keys under the light post doesn't tell you anything about where the keys are unless you find them there (other than the fact that they aren't under the light post). Giving the percentage of the total population, gives a rough idea of the percentage of the population of the right sex and age to be members.

Also its relevant in direct terms as well. How large a percentage of the population, is a very rough measure of how big of part of society they are.

For a relationship, which by definition involves multiple parties, to be voluntary, all parties must consent, of course. But for an individual act to be voluntary, only the individual's intent matters.

Becoming a member of a group is a relationship.

Also even just from the individual perspective, its not very productive or useful to talk about the universe not suiting you to be "involuntary". Sure I don't get to control what some organization I'm not a member of, chooses to have as it values. I also don't get to control gravity. In a certain sense these things are involuntary to me, but not in a very meaningful sense.
