The standards for the insurance companies will be set by the insurance market.

As for warping of markets - Your right that insurance (public or private) warps the health care market (at least when it received tax benefits, and when its commonly used for cost insulation against even regular and fairly predictable costs, rather than actual protection from insurable risks), but regulation and other forms of government involvement, warp both the health insurance market and the health care market.
