They may have been gambling before that but now they had more resources to gamble with.

I am aware that basic derivatives were not the result of Graham Leech Bliley but the speculative mania of the 00s was. The creativity of the creators of financial instruments has far outpaced the ability of the government to regulate or police them.

If you still believe Graham Leech Bliley was a good thing it is in spite of evidence to the contrary, not because of the evidence.
