Again I was quoting someone else, but in this case they where not exactly wrong. It didn't repeal the whole older bill but it did repeal a major point from the bill.

Gramm–Leach–Bliley removed the prohibition of one institution acting as or owning an investment bank, a commercial bank, and/or an insurance company.

The walls between them had eroded before Gramm-Leach-Bliley, but GLB put the nail in the coffin of those limitations.
