Exactly. For example I pay a few hundred dollars a year for auto insurance because the Govt says I have to in order to drive. Doesn't mean I'm actually covered for anything. All the insurance company has to do is collect the money and if I claim something in the contract, all they have to say is no, we aren't paying. Now I have to write letters, get a lawyer, go to court, pay for expert witnesses in order to get the money they owed me to begin with under the contract.
