Care for the children in question is a small part of what's spent on health care in the US. Not having a perfect single solution for all cases of these children, does't suggest we should accept a government restructuring of health insurance like the PPACA, esp. when that restructuring doesn't fix the problem your asking about either.

In practice in many cases these children will be covered by charity care. With PPACA, they are as well. Well its not really charity if you force the third party to pay. But either way its uncompensated third private third party payment.
