That's what I was thinking (I think). That there are fund managers who are terrified of looking like fools for being out of the market so they buy stuff that won't go down as much, so that they will look better than the competition.

I keep wondering what Tice will do after a big market decline, if everyone sends him a lot of money. If I were in that position I would immediately put an 8% load on the fund. He would have a hard time finding enough shorts. Or he could just put it in treasuries and collect the 8% load. And the customers would be happy because they had stopped losing money.
