It's the Fahrenheit 451 problem - time and technology changes cultural memory. What used to be considered everyday knowledge and the totality of reason it was based on (the Constitution, Law of Nations, etc.) gets lost in the past. Then, when something doesn't pass the smell test, someone does some research and has to fight a monstrous battle to make others aware of the foundation upon which their own existences rest and correct it. An analogy would be the necessity for a parliamentarian in either house of Congress. Without that person, can you imagine how things would devolve procedurally over time?
