The recent controversy over contraceptives was about forcing it in to insurance coverage for people who get their insurance from their job. So we are talking about employed people with insurance. If they aren't going to use contraception its not primarily about cost. If they want to have sex, and not get pregnant, and have enough discipline to use contraception diligently so as to avoid pregnancy, then they are probably already using contraception.
