I am more concerned about this (increased volatility in economic activity, which implies higher volatility of asset prices) than increased cash level. I think increase cash levels are higher to stay, at least in my case, they do:

My target investment level is about 60-70%, going up to 90% in case of a major market correction. I used to be almost fully invested (90%) all the time, but no more.
