It's not inefficient nor wasteful.

Its both. It costs are too high and its structure too inflexible to adapt well to changing conditions. That's not all its fault, some of it is because of restrictions congress places on it, but such restrictions tend to come with government or quasi-government status.

The U.S. Postal Service's losses shot up to $3.3 billion in the last three months of 2011, a tenfold jump from the same period a year before, as its customer base eroded with the growth of email and online billing.

The cash-strapped agency recorded the loss during its traditionally strongest period, the year-end holiday shipping season, as declines in mail volumes outweighed growth in shipping.

Well I worked for the post office for six years it is anything but efficient. First I worked all over the Baltimore area and it was common knowledge that most carriers did not work more than six hours. We had a parcel post operation at the time, destroyed many of the packages with practices that would curl your hair. Throwing boxes of encyclopedias through the air to land on fragile packages.

Loading ramps with so much mail that mail at the bottom was crushed and if a package was lost they had no idea where it was.

My friend if you the post office is efficient, you either work for them and defend that kind of mess or you just have no knowledge of how bad it is.
