No idea, but I'm betting that 1) there is more to it than merely a bounty to catch this guy. There's some sort of game with Pakistan involved, more than this guy, I'm thinking. 2) It will be justified by this: It also noted that six of the 166 people killed in the 2008 attacks in the Indian city were American citizens.
