I've watched Tim's video twice now - and I saw no mention of "vouchers"

I did not watch the video, I have researched the proposal from several sources.

So again I repeat - how does this save money?

For example - " If the Medicare-provided assistance exceeded the premium required for the selected plan, that excess would be credited to a "Medical Savings Account" (MSA) for the beneficiary's future use." That Medicare provided assistance is the voucher.

Apparently the new policy (changed to try to get more support) changes it from vouchers to refundable tax credits, I believe this is in addition to making private purchase of insurance tax deductible, but I'm not sure about that last point. And there would also be a fund to help lower income people meet the deductible.

So really he is ending Medicare.

Only if what you consider Medicare is the form rather then the function. The form of a government program directly providing the insurance is gone (well really only partially gone, older people would remain in it, and for those under 55 there would still be some elements of government insurance such as the fund I mention above and in my initial post), but the function of government providing resources for medical insurance for older people remains.
