They keep eachother "semi-honest" more than the USPS does. They provide competition to each other. If the Post Office ceased to exist, that would only remove one of the competitors. And becoming private (freeing it from congress) != nonexistence. Unless it couldn't manage itself well enough to survive, it would still be a competitor, while if it did go under others would remain.

Meanwhile on 1st class mail the post office has no competitors. But it still loses money (even after backing out the charge that you think is inappropriate).
