If the mandate is struck down, but the rest of the law is left intact, it would make sense to me to "repeal and replace" or to edit the law so much that its practically the same thing.

OTOH I'm not sure there is enough of a field of possible agreement among the two major parties to do that, at least not unless one of them is overwhelmingly successful in the next election, and so has the power to redo things in a different way without having a lot of support from the other party.
