Over the years I've met many people who are/were alcoholics, and a few who were addicted to other kinds of drugs. All of those people have been, or would be, better served by being treated as people with medical problems than being thrown in jail. I speak as a person who has never been dependent on any drugs- they don't usually affect me the way they do other people, and more than one drink of alcohol just makes me sick- so it's not like I need to protect myself here. But it just makes no sense to ruin people's lives further (by involving the law) when what they obviously have is a physical or mental problem.
