No it isn't a mandate. They voluntarily accepted the services for which they will be made to pay.

Also even if you look at it as a mandate, any garnishment of wages would be a court mandate that they fulfill their end of a contract, not a congressional mandate that they sign a contract, the later of which contravenes both the constitution and common law principles which the former does not.
