Yes, the only ambiguity there is whether its reserved to the states or the people. Generally it gets interpreted as the states, meaning the states can do whatever the constitution doesn't forbid, while the feds can only do what it allows.

That's pretty straightforward clear language that a 7 year old can understand.

The concept seems to be beyond the understanding of most of congress.
