The big thing, obviously, was the put us on a footing where further terror attacks would be very difficult. I would say this dominated his domestic agenda for most of his two terms.

Not only did Bush inherit a pretty significant recession, on 9/11 the HEART of our financial industry was taken out. Yet, he managed to keep the economy afloat through tax cuts, particularly the '03 cuts which were highly effective.

The second very important domestic achievement was saving the economy from total collapse with TARP, thus handing Barack Obama an economy that had already been through the worst of it. Of course, the symptoms of economic problems always lag, and they did -- but the reality is Bush's actions keep the economic collapse from being far worse. Highly unpopular, but extremely successful by any measure.

But Bush was more of a world leader.
