The headline is misleading, (however the facts are also still found down in the body of the article). I expect that this is simply an example of a disappointing, (but relatively common occurrence), oft seen in popular media these days: a reporter writes a perfectly straightforward article, containing the relevant facts of the story... and some editor writes a 'hyped-up' headline designed to tug at the emotions... (and prompt folks to read the article. :-)
