Yes, MUTUAL FUND flows are down but if you include ETFs, the flow of money into them is positive.
I tally the weekly data at lipperusfundflows.com

Fund Flows for Full Year - $B
Equity Tax Bond MM Fund

Fund Flows for 2003 => 40.8 40.7 0.0
Fund Flows for 2004 => 95.0 11.3 (64.3)
Fund Flows for 2005 => 71.9 9.3 89.0
Fund Flows for 2006 => 52.5 29.9 308.3
Fund Flows for 2007 => 111.3 68.8 569.5
Fund Flows for 2008 => 3.5 (3.3) 608.0
Fund Flows for 2009 => 6.0 172.0 (280.2)
Fund Flows for 2010 => 24.8 148.4 (392.3)
Fund Flows for 2011 => 18.1 155.5 (140.4)
Fund Flows 2012 YTD=> 22.1 63.4 (98.6)

People are mostly taking money out of savings (MM Funds) to buy bond funds, a few stock funds and the rest to live on since they can't live on the interest from their savings.
