Heck, anyone has a right to follow and observe anyone, even talk to them. I did it in my old neighborhood in sw Houston and I wasn't in any organization. I asked young people their names and where they lived, told people to get out occasionally, gave two teenagers a shove to help them get moving, visibly wrote down license numbers, and called the cops on people.
