We could disagree about this from now on so there is no point. The only thing that can be said of it right now is that

(a) we don't know what the outcome is yet and you and I may not live to know; and

(b) we will spend nearly that much over the next ten years for the department of education, yet liberals and conservatives alike agree that the US education system is a train wreck.

And Dept of Education is one department out of many that are squandering money in this way without ANY tangible benefit.

In the case of the wars, Rs and Ds almost universally agreed that they should be conducted before the president took action which began them.
