Your assumption, and Ten's, is that the illegality of drugs somehow keeps people from using them. Yet, with more people in prison for drug offenses than other countries, we still have the biggest drug problem of them all.

There is no evidence to support yours and Ten's claim. At all. Aside from the moral imperative, there is plenty of evidence to suggest that our treatment of drug addiction has actually made the problem worse.
