It may sound incredible but such things do happen.

When the Korean War broke out, then president Syngman Lee left Seoul to a safer southern city. From there, he did a broadcast (I don't know if it was recorded or live) to the Korean people. He said.

"Stay in Seoul. Do not panic. It is safe here."

The innocent people believed him because they figured if the city is safe for the president, it is safe for them.

Then some time later the military proceeded to cut off the south-bound bridges by explosion while people were crossing them in full capacity. The cars that fell off the suddenly cut off bridge piled above the river level. It was a hell by every definition.

All this by their own government.

I was not alive at that time, but I fundamentally don't trust what the authorities say.
