“According to the Justice Policy Institute, more than 70,000 people a year are locked up in Baltimore, and 4,010 people are incarcerated in Baltimore City Jail on most days, which is a percentage of 0.629 % of the city’s population. Baltimore – with a population of 637,418 people – has a higher percentage of incarcerated citizens than New York City (0.166 percent), Los Angeles County, CA. (0.201 percent), and Cook County, Illinois. (0.187 percent). There are more people locked up in Baltimore on any given day than in Hillsborough County, Florida (3,985/day), which has a population of 1,195,317 - almost twice that of Baltimore’s. And almost 90 percent of the incarcerated are black males.”
