Something like that could possibly pass in Cali, but I think there would be such a huge outcry from the public here, it would never pass.

Indian leases are tough............I personally would never lease land.

In Maryland people who are on a septic system pay a "flush tax". I.e. even though we don't use the sewage system we are taxed for it.
