IMO, it's the legacy of Peronism, the Partido Justicialista,
and the philosophy of ruling left wing of that party, kirchnerism.
A peculiar and distinctly Argentine blend of populism, nationalism, and trade unionism.

IMO, Argentina started to go off the rails with Juan Perón in 1946 and has never really gotten over Perón.

BWDIK? All I know is I won't be investing in Argentine oil or gas any time soon.

Argentina used to be among the richest countries on earth, and it was not always clear it wouldn't be the highest GDP per capita in the Americas.
