Because a historical victim class has needs for empowerment and recovery that the perp class does not need. Of course when the perps are in their newly discovered victim-state, they see their own associations as a freedom and state's rights thing. At some point, we will be in a post-racial era, and such things won;t make sense; probably not for several generations IMO; but we are on the right path electing a mixed-race President on his significant merits, overcoming adversities in his life.
