I haven't thought it through very much, but it sounds reasonable at first glance... if you buy something, then you pay the tax... if you don't buy anything, then you pay nothing... critics say it would hurt the poor the most, but I don't see how that could be true... wealthy people buy more thing and bigger things than poor people, so I think their argument seems bogus...
