Carl Swenden counts the four year cycle from low to high. He counts four years from March 2009 low to March 2013 high. Using Swenden's four year count ~ SPX 1430 could have been the cycle high.
IMO, in the last 15 years, the duration from cycle low to cycle low has been five - six years. Oct 2007 + 5 years projects Oct. 2012 for a cycle high.

Sept 1998 ~ SPX 923 cycle low

2 years to

Sept. 2000 ~ SPX 1530 cycle high

2 1/2 years to

Jan. 2003 ~ SPX 840 cycle low

4 3/4 years to

Oct. 2007 ~ SPX 1576 cycle high

1 3/4 years to

Mar. 2009 ~ SPX 666 cycle low

3 years into the current cycle

Mar 2012 ~ SPX 1430 ~~~~
