Can't see why this should be illegal. Insurers buy re-insurance. Some years ago I was a member of a "total risk" group, and we used to buy re-insurance for unusually expensive cases. It wasn't even too expensive - just a few dollars per person per month on Medicare patients.

I bet the objections are coming from insurance companies - they must hate losing the first 10-20K coverage, which is, I suspect, where the profits are.
