I don't know about the convertibility requirement. The Central Banks of the World all have one thing in common. They are private banks and their biggest clients, maybe only clients are a Nation State. When they lose their biggest or only client's bank account it's game over. In theory having a Central Bank separates the Treasury from the Politicians and there are supposedly forces in place to prevent politicians raiding the treasury because the Central Bank is separate from the politicians. Hasn't really worked out at all. The Central Bank knows how deep the pockets are, even if they have to take everything you have at the point of a gun to get what you have. Central Banks don't say, hey we are cutting off your credit when you are paying 1/3rd of your Federal Budget in interest at low interest rates. No, they keep loaning even more money.
