Years ago US Law Enforcement used "target" ammunition for range use. The cheapest being the "wad cutter" used when revolvers were still widely issued. As all law enforcement moved to semi-auto pistols there was a target ammo(full metal jacket), but it was determined by many range officers that duty ammo was of the best use on the range as it provided the same feel, response and malfunctions on the range as on duty situations.

That is of course anecdotal. I haven't studied the issue. I just recall the changes as they came and the reasoning provided. It seemed every 6 months the range was changed and new ideas, approaches and instruction were given.

I think and organized use of law enforcement against the people of this country would never be accepted by law enforcement. I feel the same way about the use of the Armed Forces against the population at large to be unworkable. That isn't to say that riot conditions may never exist in any particular area and that would be dealt with by the necessary agencies as the conditions required.

I have never felt this level of worry of violence in this country to date. I have to blame this administration for much of it.
