ANYONE could have made the decision to move forward; as Clinton points out, it was nothing more than a high-stakes crapshoot. Totally unimpressive, and Romney was right to say that it might have been worthwhile to weigh the risks vs. the reward. Personally, I don't think it was worth it to kill the guy. If he were in fact important in the organization at this late date, the decision would have been made to interrogate him rather than to kill him.
