What will the administration do if Zawahiri is given a triumphal welcome? No need for him to hide in Pakistan anymore .. he can go home to Egypt.

Actually, al Qaeda was born in Saudi Arabia and Sudan. Zawahiri and his guys were a later merger.

Barry Rubin says that al Qaeda is a spent force, having been defeated in Iraq and lost most of their leadership. Who needs them now that Islamist groups are taking over whole countries?

The Muslim Brotherhood won't welcome al Qaeda remnants except as individuals. al Qaeda as an organization was a one trick pony of terrorism; they spoiled their own rep in the Muslim world by blowing up so many Muslims. The Muslim Brotherhood has more patience and sophistication.
