I hold BMO in my IRA, and have no tax withheld.

US/Canada agreement changed last year, Madharry, and with Canadian dividend/distribution payers there is no 15% tax withheld if stock is in ira. There is that tax withheld though if stock is in a USA taxable account.

Withholding rules and amounts vary by country. For example with French stocks, the withholding tax is 25% if in ira, but "only" 15% if your French stock is held in taxable account.
