Interesting Jim. Former Bank of Canada governor and all-around bright policy economist David Dodge has suggested that pipeline capacity be built to the east. Certainly from a political perspective, it looks much more doable than cutting through pristine bush in northern BC to the Pacific Coast.

I wonder about transport costs and refinery availability.

Refineries are a touchy business. I would rather not see more public money poured into refineries in eastern Canada. Doesn't strike me as a good use of public funds. There is nothing wrong with letting the Gulf of Mexico "refinery alley" take care of most Canadian bitumen IMO.

Do you really believe that folks in eastern Canada are willing to allow private money to build greenfield bitumen refining capacity?

I just don't see folks from Ontario-the-good standing up and shouting: "I want a greenfield heavy oil refinery in my neighbourhood!"
