Should NASA or China or some private ‘lunatect’ enterprise ever land on Shakelton crater rim at the Lunar South Pole, one function can be set up to fling rocks and ice back to earth. Lunar escape velocity is 2.4 km/sec. The U.S. Navy currently has rail guns that can fling a 1kg object up to 3km/sec. A rail gun is essentially a long pair of electrified cables/rods, which could be high strung at a proper angle upon a dark airless crater wall to target earth. It requires around 2.5 kW of power per shot, but a solar sail raised atop the lander on the continuously lit crater edge, with a capacitor would deliver a daily dose. Granted a multi-functional roving robot, leashed to the lander, would have to work in the cold dark hole to install the rail gun and pack the shell.
