Clearly fraud, not a loophole.

But it is typical. They gave away billions and billions under the old EITC, which was the biggest invitation to commit tax fraud I've ever seen.

All the while, Congress was all atwitter about eliminating "tax shelter abuse", while letting the real problem skate for years.

This tax preparer looks just as guilty to me, though.
