If they are trying to reward the stockholders the only strategy that makes sense is a consistent and increasing dividend pay out plan that gets up to a payout ratio of 50 %.

A stock buy back plan that nullifies options dilution is another good idea.

I don't see buybacks as good for stock holders unless it is close to book value.

The taxation of dividends is the friendliest to investors at this time.

Intel is well on the way as is Amat (within this sector).
