True, but given the rule-of-law doesn't matter to the POTUS in how he put GM union workers illegally ahead of bond holders with specific legal rights, what does any promise or law mean these days? Obviously the US Government has and does use the Payroll Tax as a revenue generator and since they don't invest a dime of it in anything but IOUs (do those earn interest?) ..... it is an illegal Ponzi scheme but for tricks in how the law was written that you well documented.
