Or he could have just not spent that additional money..

I'm not particularly against government loan guarantees to the private sector, so long as they are dedicated to projects that lower economic costs (not raise them as in the alternative energy sector), or to advance R&D into newer technologies (material sciences.. etc) that promise greater productivity down the road..

But I also believe that when the loans are defaulted on, the taxpayer is treated like any other bondholder. In fact, they should be treated like a CDS holder since they NOW get paid off before bondholders during a bankruptcy. This way any technology belongs to the government to be sold off to the highest bidder, or licensed.

Government spending should not be immune from the concept of ROI (return on investment) that governs the private sector.
