The nation known as India was a bunch of kingdoms prior to 1947. Each kingdom thru the king signed a piece of paper.

The Queen of England can sign a piece of paper, and it is binding on her citizens.

BTW the Queen of England is also Queen of New Zealand, Australia (amongst others), just look at the currency.
