Do we know who sponsored/authored that particular provision of NDAA?
Of course it was sponsored by the pubs since they think that they will win back the WH. Obama should have vetoed that bill.

Just like Clinton should have vetoed the repeal of Glass-Steagall Act sponsored by the pubs.

No doubt, the GOP is what you will say. However, this bill was voted for by both GOP and Dems and ultimately signed by Obama. They are all culpable.
